Farm it, or trade for the Prime
Base Harrow cannot be traded — no player can sell you one, so the drops above are the only route to it. Harrow Prime is tradeable, and its set goes for about 65p. If you want the frame rather than the mastery rank, buying the Prime is usually quicker than grinding the base.
